The answer is: It is used to present issues, or conflicts , and then offer suggestions on how they might handle the situation

The Problem solution organizational structure would separate the members of the organization into two main category.

The first one is those act as 'investigators'. Their main duty is to identify the problems that currently faced by the organization along with other relevant data. The second group would act as 'solver'. Meaning that they would use the data provided by the other gorup and formulate solutions to tackle the problem.
