I would say D; using strong nonverbal language or A; repeating his message as often as necessary

he says no, in a firm tone. But when he does say no he is looking down not in Michaels face. 

But also He could say no again when Michael says they won't care but instead he shrugs and looks away.

I think either A or D would work
