The perfect squares from 1 to 25 are:

1^2 = 1
2^2 =4
3^2 =9
4^2=16
5^2=25

Then the perfect squares less than and greater than 23 are 16 and 24.

Addtiionally note that the question must be about √23 (instead of square 23), because the radicand is the quantity inside a radical.

Answer: the option b of the list.
