Answer: The issue was the amount of representation each state had in the government, as well as taxation. The ones with salves thought it fair they had larger amounts of representation, since they had more population. However others argued this, so the 3/5's compromise (aka The Great compromise) allowed each slave to be counted as 3/5's of a person.
