Robert Hooke was unable to recognize that cells are alive because the cell wall that he discovered had no signs of nucleus and other organelles.
First of all the kind of microscope that Hooke used was just a simple microscope. This microscope was well enough to show the cell wall but unable to show the organelles or nucleus. the electron microscope would have done this.
Due to the microscope used, Robert Hooke was only able to see the cell compartments but he couldn't see the nucleus or the organelles present.
