"The pirate" is the subject in this sentence. It was acted upon by the verb "hoisted". An active form of this sentence will be, "The pirate hoisted the sails".

A past participle, a preposition, and a conjugated form of the verb, "to be", are coined to form the passive voice. The past tense of the verb, "to be"  which is "were" was coined to the past participle, hoisted. The preposition, "by" also helped in completing the meaning of the sentence.
