Answer: If I were responsible for immigration i would put them in groups such as does this person have health insurance he have criminal record is dangerous.

and for the points system i would use the language ,work and education skills systems

1) Education history/ level
2) Work history ( Are they a hard working, fired often?)
3) Do they have a criminal record? If so why?
4)Do they have family or connections here?
