Everything you need to do is replace x by it's value, which is in this case -3.
F(x) = x^2 - 2x
f(-3) = (-3)^2 - 2(-3)
f(-3) = 9 - (-6)
f(-3) = 9 + 6
f(-3) = 15

Hope this Helps! :)
