I believe it is 'that they should read for themselves poetry and philosophy derived from classical sources.' I may be wrong as I used process of elimination but it is absolutely not the first two, as Voltaire was heavily anti-censorship and anti-tradition, but I don't think it is the last one either because he believed that the masses were too self involved to dictate what form of government was the best for them.
