The leaders of the states originally convened to form the constitution to have a fair and strong government. Essentially, the three branches of federal government are created to protect individual freedom and prevent the government from abusing its power. They defined the scope of the constitution in a way that the content of the constitution encompasses the role and functions of these branches as a set of principles as legal bases.
