"Multiplying by 0.23 is the same as decreasing by 23%"

EXPLANATION:

It is the same as decreasing by 23% because when converting from percentage to decimal, it's 1% is 0.01.

You may also determine this too by knowing that 1% of 100 is 1. But, multiplying 0.01 by 100 is the same.

It is not 77% however, as you are not decreasing that number by another number.
