This act is summarized, as to help any territory that wants to be a state of their own to be allowed. From this act, California, Utah, and New Mexico became free from Texas, and was called a State.

This act is also summarize, as to give rights to any state that wants to stop slavery the right to do so, and allow states that wants to continue slavery to do so. From this act, Washington DC was able to stop slavery in the state.
