1. Read about the war powers listed in the Constitution. Is the Constitution clear when it comes to who is in charge (Congress or the President) during wartime? Why or why not? Give examples.

2. Do you agree or disagree with the limits that the War Powers Resolution puts on the President’s ability to engage in a conflict without Congress declaring war? Why?

3. Do you think that the War Powers Resolution is constitutional? Why or why not?

4. As a group, discuss and create an amendment to the Constitution that clarifies once and for all who’s in charge during wartime. Remember, this is a change to the Constitution, so it should be
written formally. Be sure to address the following issues:

Who should decide to go to war, and how should he/she/they decide?

Can military action happen without a formal declaration of war?

Once a war begins, who is in charge?

I say that because it gave the power to the congress which now allows the congress to declare war, raise and support the armed forces, and to deploy the troops. I think that The War Powers Resolution is constitutional
