I think impersonating a service dog should be a misdemeanor, people who get caught should have to pay a fine, and volunteer at an animal shelter.
I believe it would be a comma splice. “I think impersonating a service dog should be a misdemeanor.” and “People who get caught should have to pay a fine and volunteer at an animal shelter” should be two separate sentences. Both have a subject, verb, and a complete idea.
