Sumerian culture influenced later civilizations because they had vast knowledge of law making and agriculture that many adopted. The Code was similar to modern ones because it explained what was illegal and in what way it would be punished. It was important because it was the first serious  legislative system. The rule of law is that law applies equally to everyone and that the law is the most important thing to a well-functioning society. They controlled their large empires by having strong governments that monitored all parts of the empires.
