- The federal government is a little expensive form of government to maintain as there is more than one house which leads to an increase in costs like campaigns and foreign tours, which could be a tough job for students to manage.
- There is always a threat to unity as different houses can demand separation of powers which can lead to the division of the responsibilities.
Based on the above facts we can conclude that students can't form a federal government.
