• The climate is of equatorial lands. Due to  the combination of the region's high altitude and a rain shadow of the westerly monsoon  

• The Eastern Africa is surprisingly cool and dry due to latitude. If it is different maybe it will take a long before it will develop. It developed because it was a strategic location for trade with other countries.  

If it is an inland or mountain area,  then the center of trade so the development will be low and slow.
