They can be legitimate or excuses. If a person genuinely can’t bench 50 pounds because they’re not strong enough to lift the bar that’s barrier but if someone can do something such as run on the treadmill for 5 minutes but just don’t want to that’s an excuse.

In the case when the person should genuinely not bench 50 pounds since it is not strong sufficient to lift the bar i.e. barrier.  But in the case like run on the treadmill for 5 minutes so it does not represent an excuse.
