concurrent powers are given to both federal and state governments so the excludes C and D. As the answers state the concurrent powers are specific to one government not both.

the United States,The Tenth Amendment of the US Constitution states the reserved powers lie with the constituent states. Delegated (sometimes called enumerated or expressed) powers are specifically granted to the federal government in Article I, Section 8 of the Constitution. so that excludes B and leaves A as the answer.
