As society changed, the Bill of Rights had to be expanded. An extremely important example is seen in the Fourteenth Amendment, which allowed the Bill of Rights to be applied to individual states.
The Fourteenth Amendment allows the Bill of Rights to be applied to individual states. Due to states making laws however the 14th A was established to maintain that ever citizen would be allowed the civil rights they were due.
