This is because very few prescription drugs are described as providing the same effects as street drugs and thus very few teens actually have the desire to use them. They can also be just as dangerous as many street drugs, and even harder to get (you have to find somebody willing to give up their prescription to somebody not using it for its intended purpose, whereas with street drugs, money is money). Thus, many teens just don't care about the safety aspect of drugs and are willing to buy whatever is easiest to get their hands on and provides the best feeling.
