It is revealed that he is facing a big decision and the road he's walking on, and the life he's leading, is splitting into two separate roads up ahead. He understands that when making a decision, you will never know what it would have been like to travel down that other road. The speaker seems to simultaneously feel a sense of melancholy as well as a sense of excitement concerning the decision to choose the road that “wanted wear” over the road that showed more obvious signs of use. This reveals the concept that life is unexpected and the main difference you can make is the way you act upon it.
