This process seemed to work well until the mid-1850s. At that time, growing hostilities in various states resulted in vacant Senate seats. The law helped but did not entirely solve the problem, and deadlocks in some legislatures continued to cause long vacancies in some Senate seats.
There was a different process of electing senators before 1850 and it was working pretty well during that time. As time went on, the people of the United states wanted a different and clear method of election. The Constitution was strong enough to go through that change and satisfy the people of the country.
