Acid rain causes environmental damage and indirect damage to humans.

Rain is caused by the water cycle which keeps the amount of water on the Earth consistent. Now, acid rain is caused by the absorption of sulfur dioxide and nitrogen oxide emissions with water vapor. This in turn decreases the pH of rain water which turns the rain water acidic. This increases the pH of water bodies. This makes the oceans, rivers, lakes acidic causing damage to both marine plants and animals.

Acid rain also damages buildings, bridges, monuments etc by increasing the corrosion rates of the building materials.

Although acid rain does not cause direct damage to humans the emissions causing acid rain causes increase in number of people suffering from asthma and bronchitis.

All of this causes a net monetary loss indirectly in terms of affected marine life and maintainence costs. If the new chemical is a better replacement for the old in terms of monetary value and also lower indirect costs then the EPA can ban the susbtance.

If the EPA can justify that this new chemical can improve the livelyhood of the people in the vicinity also providing a better monetary value the EPA can go ahead to ban the chemical.
