The term or concept of "unalienable rights" came from the writings of John Locke. This is where the Declaration of Independence states "life, liberty, and the pursuit of happiness". John Locke also wrote about the social compact where government derives its power from the consent and will of the people. So effectively the government is made of the people, rather than being a separate entity that no one is in control of.
