Diction can be used by the author to convey a special tone. In fact, we use it every day. The most commonly used situation I can think of right now is probably when IM-ing. Here, choosing words are very important, which is what diction is (appropriate choice of words or word choice). You want to make sure that the words you choose mean what you want it to mean, and you do not want to hurt the other person's feelings by choosing an inappropriate word.
