It is not the same as being a good man. A good citizen might be living a bad life secretly, but still obey the laws of his land and seek the good of his own society.

Aristotle explained that being a good citizen is not the same thing as being a good man. A good man manifest goodness in every aspect of his life.

A good citizen, however, only does what is best for his society. He might be committing crimes in other societies or living a morally bad life.

In my personal experience, a popular celebrity in my country was committing crimes in other nations but paying taxes and running legitimate businesses in my country.
