The whole principle of democracy is that :

  • people can choose what they believe
  • it brings freedom and liberty

Lincoln was alluding to the fact that this means that people are allowed to have opinions that are not truly democratic and so can split from those who want more democracy.

He said this in reference to the Confederacy and how they were not willing to free enslaved black people yet kept calling for democracy.

We also see this in recent times. The protesters who broke into Capitol Hill were asking for democracy to be respected yet they were going against a democratic process.

In conclusion, Lincoln believed that democracy made people free but that this freedom could be harmful if it causes division.
