a. When reading the excerpts we can see that both defend that the government should transfer many services to the private sector. According to the excerpts, this would prevent the bottleneck of services, where the government would delegate functions to the private network, which would be able to better serve the interests and needs of the population. However, the excerpts show differences that can be perceived when one excerpt focuses on showing the benefits of public policy distribution to private companies and privatization of public sectors within the US, the other excerpt shows the same thing, but focuses on foreign countries.

B. Part B exposes the concepts about the privatization of bureaucracy. When reading this text, we can conclude that once the bureaucracy is privatized, it would not be possible for the lobby to influence political interests, nor to finance support for politicians within the congress. This would diminish the executive power of the president and could cause conflicts between him and the congressmen.
