It was difficult to pass laws under the Articles of Confederation because it required a nine out of thirteen delegates to approve of a law before it passed.

Further Explanation:

The Articles of Confederation was America's first constitution. This was created after America officially declared their independence from Great Britain.

One of the biggest factors influencing America's decision to declare independence from Great Britain was the perceived tyranny of the central government (aka King George III and the parliament). This is why when creating America's first constitution, many delegates wanted to make the central government small and difficult to change.

This is why, when the Articles of Confederation were passed, the delegates decided to make it so that nine out of thirteen delegates needed to agree on a new law. Along with this, the Articles of Confederation also states that in order to change the Articles themselves, their must be a unanimous vote. These elements of the Articles of Confederation made it an extremely ineffective form of government. These are just a couple reasons why it was replaced with the US Constitution.

It was difficult to get the law passed because it needed ‘nine out of thirteen’ delegates to approve of a law.

Further explanation:

Articles of Confederation were a contract within the Thirteen States of primary American Confederation that was of the ‘first constitution’. When all thirteen states gave their approval to the Article then it came into force in 1781. This article conveyed disbelief among the population of the nation in regard to a ‘tough central administration’ within the nation.

It was also the origination of the “American Revolution” and another issue that the Articles lack. Judiciary became a problem as there were conflicts or disputes between the states and they always pull against each other in the courts. The troubles were viewed by the framers who outlined and framed the constitution and wanted to make all states to co-operate with each other. It was in ‘influence for 8 years’ and was substituted by the current ‘constitution’ in the year 1789.
