How good or bad carb depends on the glycemic index (GI), the rate at which carbs get digested as compared to glucose secretion. Slow carbs, as the name suggest release energy slowly into the body. Fast carbs release energy at a much higher pace and get used quickly.

Fiber is unique in that it cannot be digested by the human body. Both simple and complex carbs break down into glucose (blood sugar) in the body. But because simple carbs are shorter, they generally break down faster, leading to quicker release in the body.

Therefore, carbohydrates break down slower in the body!
