The Declaration of Independence and the Bill of Rights were created by the original 13 colonies of the newly formed United States of America in 1776. The 1st Amendment (of 25 Amendments and counting) occurred in the early 19th century, before the Emancipation Proclamation under President Abraham Lincoln- until he was assassinated- in the 1860’s, and the Women’s Suffrage Movement. It therefore was restricted to White males of American descent. Hope that helps!
