There were numerous reasons. One was that the state treasury was slowly becoming bankrupt. This led to the growth of independence of powerful lords that were on the empire's payroll and they started gaining power and independence. Another reason was that the country started losing wars and had many rebellions. This was because there had been many wars in the previous period and people were just sick of it anymore since there wasn't any future that they saw for themselves other than wars.
