because Clinton abandoned his proposed middle-class tax cut in order to keep down the federal deficit. As a candidate, Clinton had pledged to reduce the federal deficit without damaging the economy or hurting the nation’s most vulnerable people. To this end, he proposed higher taxes for corporations and for individuals in higher tax brackets. He also called for an economic stimulus package for “investment” in public works (transportation, utilities, and the like) and “human capital” (education, skills, health, and welfare).
