Since Japan is an island nation, they don't have the resources to conquer the whole Eastern Asia, which had many British and US territories, like they wanted to. Since Japan needed to invade other areas for this oil, they attacked Pearl harbor in an attempt to destroy the Pacific Fleet. This would theoretically remove US interference with their empire expanding.
