The Hunger Games was created as away to create fear in the districts to prevent a second uprisin/rebellion, it is to remind the citizens of the districts that the Capitol is in ultimate control, over time it became an annual source of festive entertainment for Capitol citizens, with full media coverage. The reason that there is the games and they don’t just reap the tributes to be executed is so that the Capitol can give small, controlled amounts of hope, but if hope grows it becomes dangerous, hence Katniss’ act with the berries creating hope and a symbol for the inevitable rebellion.
