13/5 square feet require 31/2 square tiles
1 square fit would require 
1*[tex] \frac{31}{2} [/tex]÷[tex] \frac{13}{5} [/tex]
=[tex] \frac{31}{2} * \frac{5}{13} [/tex]
=[tex] \frac{155}{26} [/tex]
= 5 [tex] \frac{25}{26} [/tex] tiles
