Solution:

The standard form of an equation of a circle:

[tex](x-h)^{2}+(y-k)^{2}=r^{2}[/tex]

where r is the radius and (h, k) is the center.

Here (h, k) = (3.2, -2.1) and r = 4.3

Substitute this in the standard form.

[tex](x-3.2)^{2}+(y-(-2.1))^{2}=(4.3)^{2}[/tex]

[tex](x-3.2)^{2}+(y+2.1)^{2}=(4.3)^{2}[/tex]

The equation of the circle is [tex](x-3.2)^{2}+(y+2.1)^{2}=(4.3)^{2}[/tex].
