Depolarization of a cell occurs when the membrane potential across the cell membrane rises above -70 mV which is the resting membrane potential in most neurons.

Depolarisation occurs when the voltage-gated channels open up and the Na2+ ions rush into the cell. To regain the membrane potential, then the Na2+ ions need to be pumped out of the cell. IF the membrane potential goes below -70 mV then the cell membrane can be referred to as hyperpolarised.
