Divide by 12 on both sides.

[tex]$\frac{12b}{12} >\frac{36}{12}[/tex]

[tex]b>3[/tex]

  • Open circle means the value of 3 is not included.
  • Closed circle means the value of 3 included.

Here b is strictly less than 3. so it is open circle.
