A zero emission vehicle is defined as a vehicle that produces no exhaust gas. Bikes, electric cars, and hydrogen fuel cell cars will not produce any exhaust at all.
Hybrids, however, aren't considered as zero emission vehicles, as they use both gasoline as well as electricity, meaning that they will still have some exhaust.
