D is wrong because it has nothing to do with the military, C is wrong because a muslim invasion wouldn't have happened just because a few nations wanted to make sure they were prepared. B doesn't make sense at all because there was a whole war. They wouldn't ban military weapons when there's mayhem going on. Like I said, A is the only answer that really makes sense.
