C. Whiskey Rebellion. The Whiskey Rebellion started soon after Congress created the Whiskey Act, which taxed the production of Whiskey, driving up the prices. Farmers who depended on this lucrative cash crop (as whiskey was in popular demand) was extremely angry at the taxation, as they were poor enough and was only making a profit growing corn. This led to the Whiskey Rebellion, which was put down by state militias under the command of George Washington.

B. Great Britain and Spain. Spain & Great Britain were allies during the Napoleonic Wars (which was occurring during that time, and the U.K. supported the Native Tribes and sent war material, muskets, and advisors to help the Indians (unsuccessfully) to stop the US westward expansion.
