No this is Not. Basically,it is a known fact that correlation does not imply  causation, The facts that two events  occur together does not mean that one cause the investigating  effect or action  on the other,

 Therefore, the  fact that the cancer group is associated with  drinking of  more milk is not a valid reason  to conclude that   milk is a causative factor of cancer in these women group.Scientifically it is wrong to deduce conclusion about two variables solely because their is a strong correlation between them.

Breast cancer is generally related to age( older women are more prone), obesity, family history of breast cancer,  the female gender and  prolong exposure to radiation among other causes.
