The enzyme alcohol dehydrogenase is involved in the oxidation of a variety of alcohol and hence degrades the alcohol. As women tend to have lesser amounts of this enzyme, hence more alcohol is reabsorbed in the blood stream of females as compared to that of males. This is the reason a female will feel more tipsy than a male if they consume the same amount of alcohol.
