Answer:

the United States annexed Texas and Mexico would not sell California to the United States.

The reason for the disagreements between President Polk and Mexican leader is the territory of  Texas annexed by US and the refusal of Mexico to sell California to US.

The United States annexed  Texas in 1845. And in September same year U.S. President Polk sent a secret mission to Mexico to purchase California for up to $30 million. Mexico's President aware in advance of this intention refused to receive the delegates.

The  result of Mexican-American disagreement was Mexican War (April 1846–February 1848),  stemming from annexation of texas and the refusal of Mexico to sell California.
