The Constitution specifically established a federal republic. You will note that it has no direct elections at the federal level. This is because it is a compact between the individual States that compose the United States.

All elections are conducted at the State level. The states certify who gets on their ballots and who gets to use those ballots. The states employ democracy, the federal government does not.

The populations of the various states choose their representatives to serve in the federal government and those representatives are responsible to the citizens of the individual states subject to the Constitution.

The Preamble established the ultimate source of power as “We the people" and then moved on to defining the functions of the federal government and what that government is allowed to do and more importantly what that government is not allowed to do.

So to answer your question the Constitution, which includes the Preamble, the Bill of Rights, and the subsequent 17 Amendments, establishes an environment in the states of the United States where democracy can grow and hopefully flourish.
