M1 ,molar mass of Ne= 20g/mol

M2,molar mass of Cl2 =71g/mol

R1/R2 = √ (71/20)

R1/R2 = 1.88

R1= 1.88R2

Therefore the Ne effuses at rate that is 1.88times than that of Cl2 at the same condition.
