I suspect the answer they're looking for is false. However, as an experienced professional in learning and development, I can tell you that when done right these effects can enhance a presentation.
Your audience will get carried away when using a slide show presentation aid spiced with too much animation and transition effects. These things, though they are meant to give a better representation of the presentation, will turn out to distract the them. The audience at this point may no longer see these effects as a means of clarity but rather as some means for entertainment.
So as much as possible, these effects should be avoided or at least reduced to the best minimum.
