1.) Amnesty would be given to anyone taking an oath of loyalty to the Union (exception: high ranking Confederate officials and military commanders).
2.) When 10% of a state's 1860 voters had taken an oath of loyalty to the Union, the state would be restored to the Union..
3.) The state must pledge to obey all laws concerning slavery (must obey the 13th Amendment).
President Lincoln addressed the questions that were summarized by doing the following:
- He established a reconstruction process in the Southern part of the country.
- He tried to readmit members of the confederacy back into the Union.
- He tried to eliminate the slavery that existed in the different confederate states.
- He was in support of allowing freedmen the opportunity to vote.
All of these were contained in the proclamation of amnesty and plans for reconstruction that was granted to those that had agreed to be allegiant to the constitution.
Those who had agreed to do away with slavery and swear allegiance to the Union and constitution were to be readmitted.
